Project Description:

This is a new Air State Facility permit for the Dominion Transmission Inc. Horseheads Compressor Station. The facility is a natural gas pipeline compressor station that includes turbine and compression equipment to increase natural gas pressure in the existing Dominion Transmission Inc. gas transmission system. Permitted sources at the facility consist of one Solar Turbine Taurus 70 natural gas turbine compressor. Also on site are an exempt sources (< 10 mmBTU/hr) including a hot water boiler, hot water heater, furnace and 3 microturbines. The project also qualifies for coverage under the Statewide Water Quality Certificate. Legislative Public Hearings:

NYS DEC intends to hold legislative public hearings and will provide notice of the times, dates and locations of these hearings in a subsequent ENB notice.

In order to ensure the public has adequate opportunity to assist NYS DEC in its review, the public comment period has been extended to September 12, 2016.

Negative Declaration

Ontario County - The Town of Farmington Town Board, as lead agency, has determined that the proposed Beaver Creek Park Phase I Capital Improvements Project will not have a significant adverse environmental impact. The action involves site grading and seeding; installation of public water and sewer service; construction of a park maintenance building with public restrooms; 1 full size soccer/lacrosse field; 1 softball field; 1 multi-use ball field; picnic area with shelter; 2 playgrounds; access driveway from Amber Drive; parking areas; sidewalks; trails; and storm water facilities. The project is located at Amber Drive and Clovertrail Drive in the Town of Farmington, New York.

Positive Declaration and Public Scoping

Monroe County - The Town of Penfield Town Board, as lead agency, has determined that the proposed Town of Penfield Mixed Use Zoning District may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until 5:00 p.m. August 20, 2016. The draft scoping outline is available on the Town of Penfield Planning Department's web page at: www.penfield.org.

The action involves a proposal for the Penfield Town Board to consider amendments to the Official Zoning Ordinance and Zoning Map including the creation of a new Mixed Use Zoning District and rezoning 360 ± acres currently zoned Rural Residential 1 (RR-1), Rural Agricultural 2 (RA-2) and Limited Business (LB), to Mixed Use, and accepting the Mixed Use Development Manual. The project will effect 54 properties along a portion of Fairport Nine Mile Point Rd (Route 250) totaling 360 ± acres in the Town of Penfield, New York.
