Project Description:

This is a modification of an existing Air State Facility permit for the Dominion Transmission Inc. Brookman Corners Compressor Station. The facility is a natural gas pipeline compressor station that includes turbine and compression equipment to increase natural gas pressure in the existing Dominion Transmission Inc. gas transmission system. New permitted sources at the facility that are the subject of the permit modification consist of one Solar Turbine Centaur 50 natural gas turbine compressor and two new natural gas fired stationary engines (Ceterpillar G3608. The new turbine and the engines all have emission catalysts associated with them. The facility is also replacing its current emergency generator with a new generator (Caterpillar G3516A) that is exempt under 6 NYCRR Part 201.

New York State Department of Environmental Conservation (NYS DEC) has prepared a Combined Notice of Complete Applications initially published in the ENB on July 6, 2016 that provides greater detail with regard to the above referenced permits. Legislative Public Hearings:

NYS DEC intends to hold legislative public hearings and will provide notice of the times, dates and locations of these hearings in a subsequent ENB notice.

In order to ensure the public has adequate opportunity to assist NYS DEC in its review, the public comment period has been extended to September 12, 2016.

Public Notice

Availability for Comment on Draft TMDL

This notice announces the availability of a Draft Total Maximum Daily Load (TMDL) document proposed by New York State Department of Environmental Conservation to address the following waterbody:

Engleville Pond, Schoharie County

Engleville Pond is impaired for phosphorus.

Public comment on this document will be accepted for 30 days, through September 2, 2016.

Background: States are required by Section 303(d) of the Clean Water Act and the U. S. Environmental Protection Agency's (US EPA) implementing regulations (40CFR Part 130) to develop TMDL plans for waterbodies and pollutants where water quality standards are not being met. By definition, a TMDL specifies the allowable pollutant loading from all contributing sources (e.g., point sources, nonpoint sources, and natural background) at a level necessary to attain the applicable water quality standards with seasonal variations and a margin of safety that takes into account any lack of knowledge concerning the relationship between the sources of the pollutant and water quality. In essence, a TMDL defines the assimilative capacity of the waterbody to absorb a pollutant and still meet water quality standards.

The TMDL requires the reduction of the total phosphorous concentration in Engleville Pond to 12 µg/l. Implementation components/options include a current attenuation trend, BMPs, internal loading reduction measures, and general conservation efforts such as erosion control and fertilizer phosphorous laws that impact generally developed inhabited areas.

Shandaken State Pollutant Discharge Elimination System (SPDES) Semi-Annual Meeting

The New York City Department of Environmental Protection (NYC DEP) is pleased to announce that the next semi-annual public meeting, held per the Shandaken SPDES permit, will be on Tuesday, August 16, 2016 from 10:00 a.m. to 12:00 p.m. at the Schoharie Watershed Office, 6049 Main Street, Tannersville NY. NYC DEP will discuss the progress of activities conducted pursuant to the SPDES permit.

The meeting is open to the public and public input is welcome.

Negative Declaration

Albany County - The Town of Berne Planning Board, as lead agency, has determined that the proposed Albany County Interoperable Communications Tower will not have a significant adverse environmental impact. The action involves the construction and installation of a 180 foot self supporting lattice tower and antennas within a 3,200 ± square foot (50 foot x 60 foot) fenced compound area. Gated, existing gravel access road (existing farm/forest road to be improved as needed), utility corridor within a 10 foot wide easement from public road. The project is located at 28 Jansen Lane in the Town of Berne, New York.

Positive Declaration

Montgomery County - The Town of Mohawk Town Board, as lead agency, has determined that the proposed Regional Business Park Property Annexation may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the annexation of 260 acres in the Town of Mohawk in the County of Montgomery to the City of Johnstown in the County of Fulton for the development of a Regional Business Park site for new businesses, with the potential for at least one 1,600,000 square foot building and increased use and expansion of rail service and rail lines. The subject property is included within the Agricultural District No. 2 and the Montgomery County Farmland Protection Plan. The project is located on Old Trail Road in the Town of Mohawk, New York.
