Project Description:

The applicant proposes a habitat restoration project that involves the breaching and phased five-year removal of a small, low-head, run-of-river dam (Quarry Dam, ID#201-5789) on the West Branch of the Ausable River, located on State-owned Forest Preserve lands in the Saranac Lake Wild Forest.& The dam size is 60' wide x 7' H, constructed of timber cribs and concrete on bedrock. It is a Class A low hazard dam. The dam blocks fish passage, and no longer serves a purpose. The dam impounds a small amount of water (4.4 acres) and sediment. Breeching and removing this dam will preserve and restore the rivers natural, scenic and recreational qualities, including fish movements for spawning, accessing winter habitat, and enhance summer cool water refugia. The dam will be removed by tools/equipment that can be carried by hand. The dam crest will be lowered by an average of 1.5' each year of the work. The area of the spillway being worked on will be dewatered during demolition. All debris will be disposed of offsite, but temporarily stockpiled in an upland area on site. This dam removal project was addressed in the draft Unit Management Plan for the Saranac Lake Wild Forest.

The applicant proposes the rehabilitation of an existing dam to achieve compliance with NYSDEC Dam Safety guidelines. The rehabilitation would include placing approximately 25 cubic yards of rip rap below the mean high water level to raise the height of the dam to achieve required freeboard. The spillway would also be improved, requiring placement of 45 cubic yards of material, and 70 linear feet of stream impacts. The construction would impact 0.08 acres of Federal wetlands, under jurisdiction of the US Army Corps of Engineers.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 500 gallons per minute of water from an on-site pond for golf course irrigation. The facility has been in operation since 1998. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

The Department of Environmental Conservation has tentatively determined to issue a State Pollutant Discharge Elimination System (SPDES) permit modification for the Lake George Escape Family Camping Resort at 175 East Schroon River Road, Town of Lake George. The request entails approving a third subsurface sanitary outfall incorporating septic tanks, pump station and absorption system for a design flow discharge of 16,465 GPD. This work is intended to allow upgrades to the existing facility as required by DEC.
