Project Description:

The Department has prepared a draft permit, and made a tentative determination to issue an Air State Facility (ASF) permit for the Dresser-Rand Painted Post Facility, located in the Town of Erwin, Steuben County. The Dresser-Rand Painted Post Facility specializes in reciprocating compressors for the oil and gas industry, with operations that include metal fabrication, assembly and field preparation.

The proposed Air State Facility permit is for two natural gas boilers (Emission Unit U-00001), Cold Cleaning Degreasers (Emission Unit U-00002) and surface coating operations (Emission Unit U-00003). A previously permitted incinerator process has now been removed from the facility operation. The facility's potential to emit (PTE) for Volatile Organic Compounds (VOCs) exceeds the major source threshold of 50 tons per year, mainly contributed by the facilities surface coating (spray painting) operations. The facility has proposed a VOC emission cap of 2.99 tons per year.
