Project Description:

The NYS Department of Environmental Conservation has received an application to renew the State Pollutant Discharge Elimination System (SPDES) NY0153231 for a standard ten year term. This is a pre-existing Private/Commercial /Institutional SPDES Permit.

The facility discharges treated sanitary waste through septic tanks and leach/tile field and drywell systems via the following outfalls: 001 at 42,000 gallons per day (gpd); 002 at 15,000 gpd; 003 at 8,000 gpd; 007, 011, 022 at 2,000 gpd each; 010, 018 at 1,400 gpd each; and, 008, 017 at 1,000 gpd each. Outfalls 013, 019, and 020 have been removed.

Project Description:

Onondaga County Department of Parks and Recreation proposes to repair and expand the Oneida Shores Park boat launch. The existing concrete boat ramp will be enlarged lakeward 4,535 sq. ft, and 239.26 cu yds of stone rip rap will be used for lake bed scour protection at the toe of the new concrete pad. A temporary cofferdam will be installed and water will be pumped out of the work area during construction. Sediment and turbidity will be contained to the work area and will not discharge into the lake.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 3,330 gallons per minute of water from on-site ponds and wells for potable water supply, dust suppression and aggregate production operations. The facility has been in operation since at least 1990. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).
