Tree Removal for Construction of Periphery Parking Areas on the Boreas Ponds Tract

The action involves the removal of approximately forty (40) trees to create public parking areas for public access to the newly acquired Boreas Ponds Tract located in the Town of North Hudson, Essex County, New York. The five (5) periphery parking areas proposed will help facilitate interim public access to the tract until a unit management plan is developed, after Land Classification. Developed parking lots will include the Sand Pond Road (North) Lot, Gulf Brook Road Lot, Ragged Mountain Lot, Elk Lake Road Lower Lot and the Elk Lake Road Upper Lot. These five (5) parking areas will be constructed utilizing existing areas where past timber harvesting activities or motor vehicle access has been present. Tree cutting will be in compliance with LF Policy 91-2 on Cutting, Removal or Destruction of Trees and Other Vegetation on Forest Preserve Lands.

Lots 2 and 3 will be merged by deed with adjoining tax parcels 4 (1 ± acre owned by Sampica) and 5 (0.4 ± acre owned by Sampica) to form one merged 2.35 ± acre landholding improved by an existing single family dwelling with on-site wastewater treatment system (located on tax parcel 5). No new land use or development or change in use of the existing structures is proposed.

Negative Declaration

Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Amendment to the Vanderwhacker Mountain Wild Forest Unit Management Plan and River Area Management Plan for the Schroon River will not have a significant adverse environmental impact. This amendment to the 2005 Unit Management Plan (UMP) proposes the construction of a parking area and hand launch at Palmer Pond for people with disabilities; the replacement of a foot bridge over the Boreas River near Lester Flow; the construction of a 5 car overflow parking area near the Moxham Mountain trailhead; and the expansion of the parking area at Balfour Lake. The UMP amendment also serves as a River Area Management Plan, pursuant to 6 NYCRR 666.7, for the Schroon River.

NYS DEC will be holding a public hearing on the River Area Management Plan on July 27, 2016 at 1:00 p.m. at the NYS DEC offices at 232 Golf Course Road, Warrensburg NY.

Warren County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Unit Management Plan for the Horicon Boat Launch will not have a significant adverse environmental impact. This amendment to the 2005 Unit Management Plan (UMP) proposes to create a 20 foot x 40 foot gravel pad for a boat washing station, and to re-open a gravel lane to provide access to the boat washing station from the Town highway. The UMP also serves as a River Area Management Plan, pursuant to 6 NYCRR 666.7, for the Schroon River.

NYS DEC will be holding a public hearing on the River Area Management Plan on July 27, 2016 at 1:00 p.m. at the NYS DEC offices at 232 Golf Course Road, Warrensburg NY.
