Project Description:

The Department has prepared a draft permit and made a tentative determination to approve the application to modify the Title V permit to authorize an increase in the facility's maximum electrical output by removing the capacity limit which restricted electrical output to 79.9 megawatts (MW) to be in accordance with the facility's Certificate of Public Convenience and Necessity (CPCN) pursuant to Section 68 of the Public Service Law. There are no other substantive changes to the permit. This increase in capacity thus required an amendment to the facility's CPCN. The order granting an amendment of that certificate was issued by the NYS Public Service Commission on October 27, 2014, after public notice was provided on May 8, 2014, and a public statement hearing held on May 28, 2014. The facility fires only distillate oil, and consists of two (2) simple cycle combustion turbines now with a maximum capacity of 95.0 megawatts (MW) of electrical output to the grid based on a 1-hour net average basis. Facility emissions of nitrogen oxides (NOx) will continue to be limited to the existing cap of 22.5 tpy, and other criteria pollutants will still not exceed the National Ambient Air Quality Standards (NAAQS).

Applicant proposes to construct a 167' armor stone wall with 2.5 ton stones stacked on filter fabric at the toe of the bluff along a currently undisturbed shoreline. The wall will be backfilled with 200 cubic yards of clean fill from an upland source. All disturbed areas will be planted with native, salt tolerant vegetation. The project area is proposed seaward of the Coastal Erosion Hazard Area (CEHA) line. The purpose of the project is shoreline stabilization.
