Project Description:

Applicant proposes to replace two existing culverts underneath Vaadi Road, in Class 1 freshwater wetland BV-1. The project also involves raising the elevation of an approximately 2642 foot section of Vaadi Road by 0.1 to 3.8 feet over the existing grade, in the adjacent area of wetland BV-1. The proposed action will help prevent flooding and improve water flow under the road.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This Department has received an application an Air State Facility Permit for a new permit for air emissions at the facility located at 9635 Main St., Beaver Falls, NY. This facility previously held an Air Facility Registration and changes in production have resulted in potential emissions necessitating an Air State Facility Permit. This facility manufactures paper gaskets and specialty paperboard from fibers, fillers, binders and additives.

The Department has made a tentative determination to approve the application and has drafted a Air State Facility Permit in accordance with Article 19 (Air Pollution Control) of the Environmental Conservation Law. The permit allows the continued operations of emission units 0-00001, and 0-00002, which includes the operation of two boilers, a paper drying machine, a gasket paper curing machine, and an additive mixing vat. The draft permit includes federally enforceable conditions to limit emissions (considered to "cap" emissions) below the applicable threshold level requirements. This will be accomplished by tracking and restricting emissions of individual Hazardous Air Pollutants (HAP) below 10 tons per year and cumulative HAP emissions below 25 tons per year.
