Project Description:

The Department of Environmental Conservation proposes to construct a multi-use recreational trail within one-half (1/2) mile of the Boreas River, which is designated as a Scenic River by Environmental Conservation Law Title 27, Wild, Scenic and Recreational Rivers Systems. The total acreage of the trail within the River corridor is approximately 1.1 acres, or approximately one (1) mile of trail, located within the 92,000-acre Vanderwhacker Mountain Wild Forest.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant has proposed to construct the first phase of the Halfmoon Healthcare Campus located on the south side of Route 146, approximately 1.2 miles west of the intersection of Route 146 and Route 236, in the town of Halfmoon, Saratoga County. Phase 1 activities will include construction of a 2 story assisted living/memory care facility with associated roads, parking lots and stormwater management facilities. Construction of the facility will result in the unavoidable disturbance of +/- 0.46 acres of wetlands which will be mitigated on-site through the enhancement of a +/- 2.05 acre forested wetland to the east of the proposed facility. The proposed mitigation area is an existing scrub-shrub upland area located immediately adjacent to a DEC regulated wetland. The existing wetland is currently overrun with invasive common reed (Phragmites australis). The mitigation plan involves mowing the area, removing the phragmites by hand and replanting the area with tree saplings and shrubs harvested from the adjacent upland area to provide shade for the wetland and inhibit phragmites growth.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant proposes a 66 lot subdivision of 160 acres at 303 Louden Road in the Town of Wilton, involving the disturbance associated with roadway crossing of approximately 0.285 acre of federal wetland, of which 0.063 acre are Class 1 state regulated wetland Q-11 and 120 linear feet of Class A(t) stream disturbance. Also affected will be 0.584 acre of state-regulated adjacent area associated with road crossings and storm water infrastructure. In addition, sewer service will be installed via directional drilling, in part under the referenced wetland.
