Negative Declaration

Monroe County - The Rochester Joint Schools Construction Board, as lead agency, has determined that the proposed Rochester School Modernization - Phase 2 will not have a significant adverse environmental impact. The action involves the procurement of funding for Phase 2 of the Rochester City School District (RCSD) School Modernization Program (RSMP) that involves additions and renovations at 13 school sites with an Environmental Assessment Form for each school. The proposed actions/scope of work reviewed for each school was based on the 2016 RSMP Strategic Plan. The project is located at various schools in the Rochester School District, Rochester, New York.

Monroe County - The Town of Greece Town Board, as lead agency, has determined that the proposed Southwestern Commons will not have a significant adverse environmental impact. The action involves the development of 23.4 ± acres with 4 proposed buildings: a 160,000 square foot retail building; a 6,240 square foot retail building; a 3,900 square foot retail building; and a 20,044 square foot retail building. The project provides for 3 driveway access points onto West Ridge Road: (1) a right-out-only driveway; (2) a right-in-only and right-out-only driveway; and (3) a main driveway which will align with the access driveway for a Kohl's department store across the street to the north and which is proposed to be full access and controlled by a traffic signal. Benderson Development Co., LLC, the applicant/project sponsor, owns a total area of 53.2 ± acres. The Project Site is divided by Larkin Creek., with 27.09 ± acres located north of Larkin Creek and 26.11 ± acres located south of Larkin Creek. No commercial development is proposed south of Larkin Creek. As part of the project, the applicant/project sponsor proposes to donate 16 ± acres of the project site south of Larkin Creek to Monroe County to be added to the County's Greece Canal Park. The northern portion of the project site is comprised of 27.09 ± acres; the applicant/project sponsor proposes to develop 23.4 ± acres of that area. Of the 23.4 ± acres to be developed, 8.21 ± acres currently are zoned BG (General Business) and the remaining 15.19 ± acres are proposed to be rezoned from R1-18 (Single-Family Residential) & BR (Restricted Business) to BG (General Business). The project site consists of undeveloped land and a vacant commercial building. Surrounding land uses include the northeast part of the County's Greece Canal Park to the south, a mix of commercial uses (motor vehicle dealerships) and undeveloped commercial land to the east and west, undeveloped public land owned by the Greece Central School District and undeveloped residential land to the east and west (neither of which lands adjoin the part of the project site that is proposed to be developed), and commercial uses (such as a Kohl's department store, a motor vehicle dealership, offices and a vacant bank) and several acres of undeveloped commercial land across West Ridge Road to the north. The project is located at 4057-4231 West Ridge Road (NYS Route 104, south side) in the Town of Greece, New York.

Seneca County - The Town of Romulus, as lead agency, has determined that the proposed NYS Route 89 Water District will not have a significant adverse environmental impact. The action involves the creation of a new water district along NYS Route 89. Residents in the project area have expressed the need for a public water supply due to various problems with their existing individual water systems. The project is located along NYS Route 89, following the western shore of Cayuga Lake extending from the Varick Town line south to the Poplar Shore area in the Town of Romulus, New York.

Amended Negative Declaration

Yates County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Greenidge Generating Station will not have a significant adverse environmental impact. The action involves a proposal by the sponsor, Greenidge Generation, LLC, to resume operations at the Greenidge Generating Station (Greenidge Station). NYS DEC has issued an amended SEQR Negative Declaration for the project. Greenidge Station was in operation as early as the 1930's, with Unit 4 installed in 1953. In 2006 significant improvements to emission control equipment were installed on Unit 4, but the plant has not operated since March, 2011. The proposal would resume operation of Unit 4 with a generating capacity of 107 MW. The plant will not operate on coal or fuel-oil. Instead, the facility will be operated primarily on natural gas, with co-firing of up to 19% biomass, both of which were previously authorized in the prior Title V permit for the facility. (A new natural gas pipeline would be constructed to service the site, which would be reviewed under the Article VII process governed by the New York State Department of Public Service separate from this SEQR action.) In addition to processing applications for Title IV and Title V permits (air pollution control),NYS DEC also proposes to renew and modify the facility's existing SPDES permit to incorporate requirements to install cylindrical wedge wire intake screens on the plant's cooling water intakes and install variable speed cooling water pumps on Unit 4 as "Best Technology Available" to address requirements under the federal Clean Water Act to reduce fish mortality (i.e., impingement and entrainment). The project is located at 590 Plant Road in Dresden, Town of Torrey, New York.
