Negative Declaration

Cayuga County - The Village of Aurora Planning Board, as lead agency, has determined that the proposed Wells College new Dorm Project will not have a significant adverse environmental impact. The action involves the construction of a new dorm and extension of an existing parking area. The project is located at 170 Main Street in the Village of Aurora, New York.

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Scriba Topsoil Project will not have a significant adverse environmental impact. The action involves the development and operation of a 21.4 acre topsoil mine within a 43.27 acre parcel. The project site is the applicant's property. Excavation will be done by bulldozer or hydraulic excavator. Mining is proposed to remove approximately 30,000 tons/cubic yards over the estimated 15 year operational life of the mine. Material will be stockpiled for re-sale. Final reclamation will restore the site to a condition not substantially changed from the currently existing grades seeded and revegetated. The reviewed Life-Of-Mine (LOM) area is 21.4 acres. The project is located on Hall Road (County Route 4) near Churchill Road in the Town of Scriba, New York.
