Negative Declaration

Herkimer County - The Town of Herkimer, as lead agency, has determined that the proposed Water District No. 3 Water System Improvements will not have a significant adverse environmental impact. The action involves upgrades to current Highland pump station, removal of Steuben Hill Road pump station and McKennan Road pump station and the installation of a new pump station at the intersection of Steuben Hill Road and McKennan Road, replacement of existing 8 inch CI water mains with proposed 8 inch DI water mains, distribution water mains and appurtenances. The project is located in the Town of Herkimer, New York.

Jefferson County - The Town of LeRay Town Board, as lead agency, has determined that the proposed Adoption of Amendment to the Town Zoning Map will not have a significant adverse environmental impact. The action involves an amendment to the Town of LeRay's zoning map to make Tax parcels 55.00-1-62, 63, 64, 61.2, and 66.1 rezoned from Residential (R1) to Agricultural Residential (AR). The project is located in the Town of LeRay, New York.

Jefferson County - The Village of Sackets Harbor Planning Board, as lead agency, has determined that the proposed Sidewalk Step Replacement will not have a significant adverse environmental impact. The action involves the replacement of cement steps entering a building with wooden steps. The project is located within the National Register District at 117 West Main Street in the Village of Sackets Harbor, New York.

Jefferson County - The Village of Sackets Harbor Planning Board, as lead agency, has determined that the proposed Fort Pike Commons Improvements will not have a significant adverse environmental impact. The action involves the covering of heat pumps, covering of heat pump/direct tv wires, storage shed roofs and fencing. The project is located National Register District at 133 General Grant Circle in the Village of Sackets Harbor, New York.

Oneida County - The Oneida Herkimer Solid Waste Authority, as lead agency, has determined that the proposed NYS Route 294/46 Intersection Improvements and Erwin Library Site Improvements will not have a significant adverse environmental impact. The action involves improvements to the NYS Route 294 and NYS Route 46 intersection increasing the northwest curb radius to improve the turning movements for larger vehicles Including Oneida Herkimer Landfill truck traffic. The project also includes improvements to the Erwin Library and Pratt Institute property site. These improvements include the construction of a parking area, addition of a handicapped access ramp, installation of small paved access way, undergrounding of one electric line, addition of overhead lighting, and landscaping elements. The Oneida Herkimer Solid Waste Authority is funding the project. The project is located at 104 Schuyler Street in Boonville, New York.

St. Lawrence County - The Village of Gouverneur, as lead agency, has determined that the proposed Wastewater Treatment Facility New Disinfection System will not have a significant adverse environmental impact. The Village of Gouverneur currently utilizes a wastewater treatment facility on County Route 58. It has been requested by New York State Department of Environmental Conservation (NYS DEC) to incorporate seasonal disinfection, May 1 through October 31 each year, at this facility. Ultraviolet disinfection is the selected alternative for this project and it is to be constructed no later than May 1, 2017. The project is located on County Route 58 in the Village of Gouverneur, New York.

St. Lawrence County - The Village of Canton, as lead agency, has determined that the proposed Annexation of Real Property owned by St. Lawrence Health System Inc will not have a significant adverse environmental impact. The action involves the annexation of real property into the Village of Canton from the current owners St. Lawrence Health System Inc. The project is located at 8119 US Route 11 in the Village of Canton, New York.

St. Lawrence County - The Village of Canton, as lead agency, has determined that the proposed Zoning Designation will not have a significant adverse environmental impact. The action involves the establishment of zoning designation for real property owned by St. Lawrence /Health System Inc. and recently said property was annexed to the Village of Canton. The proposed zoning designations are an R-2 General Residential District for the portion of the property extending 855 feet form the centerline of Outer Judson Street Road and a C-3 Commercial Park District for the balance of the property. The project is located at 6119 US Route 11 in the Village of Canton, New York.
