Project Description:

The applicant proposes a new 17-acre life of mine with an initial 8 acre effected area, sand and gravel mine on a 52-acre parcel of land owned by the permittee. The proposed mine is located on a previously permitted mine site that was reclaimed in the 1990s. The estimated life of mine is 10 years. All mining will remain a minimum of 5' above groundwater table.The stormwater will be internally draining in the excavated areas, and to a stormwater basin. The existing haulroad is located within the 100' adjacent area of NYSDEC regulated wetland ED-45. Use of on-site processing with motorized screening and crushing equipment is proposed. The proposed hours of operation are Monday-Friday 7:00 AM to 6:00 PM, and Saturday from 8:00 AM to 2:00 PM. No mining will occur on Sunday or Legal Holidays. The site will be reclaimed to native grass plantings. The mine is located east of Gadway Road, in the Town of Mooers, Clinton County.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jul 22, 2016.
