Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification Title V Air Facility Permit for the operation of North Albany Terminal Company - Glenmont Terminal facility located at 552 River Road, Town of Glenmont, County of Albany, owned by North Albany Terminal Company LLC. NATCO is proposing to install an internal floating roof into an existing fixed roof tank. The tank is identified as Tank 6 (Source ID#: TKN06) which has a maximum storage capacity of 1,891,722 gallons. The tank is currently utilized for the storage of road de-icer, but after the installation of the internal floating roof will be utilized for the storage of gasoline or fuel ethanol. The emissions will increase by 4.6 tons/year of Volatile Organic Compounds as a result of this project. The project are below significance thresholds and will not trigger 6 NYCRR 231-6 (New Source Review).

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Air Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to conduct an river restoration and bank stabilization project on the West Branch of the Delaware River that has been an on-going increasing erosion problem since 2005 and each high water event thereafter. The proposed work will address severe bank erosion to protect agricultural fields, water quality and aquatic habitat from excessive sediment load. Work consists of realignment of the River to its historic location, armoring the realigned banks using joint planted boulder revetment as well as brush mattress, root wads, and waddle plantings. Deflector vanes and riffle grade control structures will be used to direct flows to center of channel and reduce erosive velocities at outside bends. A vegetated buffer will be planted along both banks to encourage water quality and to help stabilize the channel location. Total length of project is 1,500 feet. The project is located east of SR 10 and upstream of Basin Clove Road and downstream of Andes-Delancey Road.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to conduct a stabilization project at eroded sections of East Brook to prevent further soil loss, improve fish passage and water quality, provide a hydraulically efficient structure for future rehab work if needed, and to make the stream corridor eligible for re-enrollment into the Conservation Reserve Enhancement Program. The project consists of realignment of upper stream sections, installation of 250 feet of rip rap toe rock and slope protection and two hardened riffles. Lower stream section is proposed to have 398 feet of rip rap toe rock and slope protection. Realignment of lower stream section, installation of 231 feet of rip rap and slope protection and installation of 3 j-hooks and 1 hardened riffle to prevent channel erosion.
