Project Description:

The Department has made a tentative determination to reissue expired SPDES NY0274003 permit for discharge of a maximum of 19,000 gallons per day of treated sanitary wastewater via Outfall 001 to the West Branch of Beer Kill, a Class B(ts) waterbody. The wastewater treatment plant consists of a Septic Tank, Recirculating Sand Filters, Chlorination and Dechlorination Units. No changes to the facility are proposed. Greenfield Meadows is an existing facility located at 32 Tamarack Road in Greenfield Park, Town of Wawarsing.

The permittee will be required to maintain records to verify compliance with the SPDES permit conditions and discharge limits.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to disturb portions of the respective 100 foot adjacent areas of two NYS Freshwater Wetlands, D-14 (Class II) and D-15 (Class II), in conjunction with construction of the Scotts Corners Streetscape Improvements project, a 4700 linear foot roadway enhancement project. Activities proposed within the two respective wetland adjacent areas include excavation and filling to construct new concrete and paver sidewalks, curbing, fencing, new concrete roadway median, and utility and drainage improvements. All proposed disturbances will occur within previously disturbed areas. The total area of disturbance to the 100 foot adjacent areas of the two wetlands is less than 0.1 acre; no disturbance to NYS Freshwater Wetlands D-14 & D-15 is proposed. The project is located on Westchester Avenue, extending west from the Connecticut state line to the vicinity of Pine Drive in the Town of Pound Ridge, Westchester County.

Project Description:

The applicant proposes incidental introduction of pesticide into DEC-regulated freshwater wetlands and adjacent area. An approximately 1.2 section of the Croton River is proposed to be treated with the aquatic pesticide endothall for the control of the invasive species hydrilla. The treatment section is upstream of freshwater wetlands H-3 (Class 1) and H-4 (Class 2). No direct treatment of the wetlands is proposed.
