Negative Declaration

Genesee County - The Village of Elba, as lead agency, has determined that the proposed Water System Improvements will not have a significant adverse environmental impact. The action involves the replacement of all water mains within the Village's distribution system, the construction of a new 250,000 gallon water storage tank, the abandonment of the Chapel Street well and the connection to the Genesee County Water Supply via the proposed Town Lines Water Project which will begin construction in early 2015. This joint project involving the Towns of Batavia, Oakfield, Stafford and Elba will extend the Genesee County Water System along NYS Route 98 to approximately 500 feet south of the Village line. The Genesee County Water Supply obtains water from the Monroe County Water Authority through a connection at the Monroe/Genesee County line. The project is located throughout the Village of Elba, New York.

Orleans County - The Town of Murray, as lead agency, has determined that the proposed Water District No. 3, Extension No. 1 will not have a significant adverse environmental impact. The action involves the development of plans for public water supply improvements in Water District No. 3, Extension No. 1. The Town Board is acting as the Lead Agency and is applying for funding assistance from the USDA Rural Development to undertake the project. The water district will be created by the Town. As currently proposed, Water District No. 3, Extension No. 1 involves the installation of a total of approximately 14,900 linear feet of waterline along portions of Hindsburg Road, West Kendall Road, and Center Road in the Town of Murray, New York. Activities include the installation of watermain, fire hydrants, valves, watermain connections, residential hook-ups, road crossings, excavation and bedding materials and surface restoration. The purpose of the project is to address serious health and safety problems and ensure that residents of this area have a reliable supply of good quality water and fire protection.
