Project Description:

The project involves redevelopment of a senior citizen's apartment complex and is partly being funded through the NY Governor's Office of Storm Recovery - NY Rising Program. Remove eight (8) buildings from within the current FEMA mapped floodway and/or 100 year flood zone. Construction of new residential structures will occur outside of the mapped floodway, with one structure to be located within the 100-year flood zone. The first floor elevations of all new structures will be at least one (1) foot higher than the Base Flood Elevation (BFE). A NYS State protected water, an unnamed Tributary to Mudd Creek, will be impacted by the construction of flood mitigation areas. Approximately 240 linear feet of stream bank will be permanently impacted to allow for flood plane connection of the unnamed tributary. All flood mitigation areas will be constructed with a negative slope back to the stream allowing for water to return to the stream as flood waters recess. Approximately 180 cubic feet of stone rip rap will be placed along a portion of the impacted bank to aid in bank stabilization and help reduce scour. The project meets the criteria identified for a Section 401 - Blanket Water Quality Certificate.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The project involves the replacement of the existing cast in place concrete culvert and wingwalls. The new structure is comprised of a precast box culvert measuring six (6) feet wide by seven (7) feet tall. One (1) foot - 6 inches of natural stream bed material will be placed along the bottom of the box culvert to aid in the passage of fish and other aquatic species. The project will impact approximately 236 square feet of NYS Department of Environmental Conservation mapped freshwater wetland O-7. An additional 15,500 square feet of wetland O-7's adjacent area will be temporarily impacted as a result of the culvert replacement. Approximately 35 cubic yards of heavy stone fill will be placed below the ordinary high water mark in an effort to stabilize the banks of the stream and protect the newly placed culvert from scour. Approximately 180 linear feet of stream disturbance will occur as a result of the culvert replacement with the culvert spanning approximately 80 feet.
