Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0025976) for the surface discharge of treated wastewater to the Hudson River, a class B water.

The facility discharges treated sewage through Outfall 001 and provides secondary treatment for a design flow of 6.0 mgd. Treatment consists of screening, comminuting chambers, grit removal, primary settling, step aeration, secondary settling, and seasonal disinfection. Sludge is digested aerobically, thickened, pressed and hauled to a landfill.

As a result of submitted comments, this is a renotice of the Notice of Complete Application published in the Environmental Notice Bulletin on 03/16/2016 at: http://www.dec.ny.gov/enb/20160316_reg3.html. In addition to the proposed modifications published on 03/16/2016, the DEC proposes to incorporate the following modifications to this permit: The TRC limit of 100 ug/L shall remain as a final effluent limit for Outfall 001; The TRC Schedule of Compliance items and dates shall be adjusted; The Ammonia (as N) limit shall be changed from 20 mg/L (yr-round) to 25 mg/L, 1300 lbs/day (summer) and 36 mg/L, 1800 lbs/day (winter); The Permittee will perform a TRC study to determine the disinfection capability of the existing treatment works, which can be utilized in potential future decisions to upgrade the disinfection system. Details of changes are specified in the draft permit and fact sheet.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,100 gallons per minute of water from two on-site irrigation ponds for golf course irrigation. The facility has been in operation for decades. No changes in current operations from recent years are proposed.

The Department has determined that the facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit renewal for the Bridgeville Quarry located in Sullivan County. This renewal permit was initiated to reflect equipment replacement and incorporate a ten year expiration pursuant to 6NYCRR Part 201.

The Bridgeville Quarry is an existing facility that operates a 500 and 175 ton per hour nonmetallic mineral processing plants, a 240 and 150 ton per hour batch hot mix asphalt plant, and three diesel fired electric generators. This renewal permit is for the authorization to replace the existing 150 ton per hour batch hot mix asphalt plant with a 400 ton per hour drum hot mix asphalt plant. Each hot mix asphalt plant are capable of firing natural gas, propane, No. 4 oil, No. 2 oil and waste fuel A. The facility also operates a ready mix concrete batch plant that is exempt from air permitting.

The combined emissions from all sources at the facility are limited to 95.0 tons per year each of carbon monoxide (CO) and Oxides of Nitrogen (NOx). These limits will keep the facility below major source thresholds, and thus the facility will not be subject to the requirements of Title V and 6NYCRR Part 227 NOx Reasonably Available Control Technology. The facility must document asphalt production and diesel generator run time on a monthly basis. This is required to demonstrate compliance with the facility wide emission limits.

Permit requirements are based on regulations that include 40 CFR 60 Subpart OOO, 40 CFR 60 Subpart I, and 6NYCRR Parts 200, 201, 211, 212, 225, and 227.

The Standard Industrial Classification representative of this facility is 2951 - Paving Mixtures and Blocks as well as 1429 - Crushed and Broken Stone.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Project Description:

The applicant proposes to repair and rehabilitate Pine Bush Lake Dam, DEC Dam ID# 178-4223, which impounds Pine Bush Lake, Waters Index No. H-139-13-19-13-P 471A, Class B, located in the Town of Shawangunk, Ulster County. A previous permit was issued for interim modifications, including the temporary lowering of the lake. The proposed work includes raising the dam embankment with earthfill and reconstructing the service spillway as a concrete service/secondary spillway to bypass normal and storm flow events. A low level outlet system will be installed. A low level beach area with a 9-inch thick sand layer, and the installation of a dry hydrant are proposed. The dry hydrant will extend approximately 40 feet west of the lake shoreline. The total estimated volume of fill proposed below mean high water level is approximately 100 cubic yards.
