Negative Declaration

Genesee County - Genesee County, as lead agency, has determined that the proposed On-Airport Obstruction Removal and Security Fence Relocation Project will not have a significant adverse environmental impact. The action involves a proposal by Genesee County to clear and grub approximately 15 acres of upland forest located on the Genesee County Airport property that penetrate FAA Title 14 CFR Part 77 surfaces for Runway 10-28. The proposed tree removal area is also located within the Instrument Landing System (ILS) Glide Slope critical area. The project area is located on airport property, north of the Runway 28 end. The tree removal limit will be to the northern property line. As part of this project, the trees will be cut, stumps grubbed out, and soil will be leveled, seeded and mulched such that it can be maintained by municipal mowing equipment. This project will also include removal of approximately 1,400 feet of existing PVC security fence which also passes through the ILS glide slope critical area and replaces it with a proposed eight foot high chain link fence with barbed wire to be located outside the ILS NAVAID facility protection areas. The new chain-link fence will be located within the proposed tree removal area, approximately 15 feet from the edge of the airport property line. Removal of the identified obstructions will provide for the safe, efficient use and preservation of navigable airspace at the Airport. The project is located on East Saile Drive in the Town of Batavia, New York.

Livingston County - The Village of Geneseo Planning Board, as lead agency, has determined that the proposed Special Events Permit will not have a significant adverse environmental impact. The action involves an application for a Special Events Permit for 2016 for Cornn Strong, the owner/operator of The Garden Suite Bed and Breakfast at the Hartford House Estate to hold outdoor weddings for up to 250 guests. Tents are proposed to be erected for events and a temporary sandwich board sign is requested on the day of each event at the head of the driveway at Avon Road. Parking will be provided in adjacent fields and in the driveways. Most events will be planned for Saturdays during the months of May through October. Event times will vary. A Noise Permit will be applied for each event if required through the Village Board of Trustees. The Hartford House is located at 17 Avon Road in the Village of Geneseo, New York.
