Project Description:

The Town proposes several streambank stabilization measures along Brixius Creek from Christopher to North McKinley Streets, including re-grading, place rock riprap, clean debris from existing culverts, construct a small sediment basin and install two new stormwater culvert discharges into the creek. Work extends 800 linear feet in total. Plans were prepared by Keystone Associates and are available for review from the Cortland Office.

Project Description:

The Department has made a tentative determination to approve an application for a Mined Land Reclamation permit. The applicant, David Bishop, proposes to expand an existing Bluestone Exploratory Mine into a 6.0 acre Bluestone Quarry on 99.93 acres of land owned by Stuart L. & Stephanie J. Hall. The proposed mine will be located at 676 Ostrander Rd on the northeast side of Owen Hill Road just northeast of the Town of Windsor, County of Broome, New York. Mining is not proposed below the water, and will be done by temporary, portable equipment for drilling, or cutting of Bluestone slabs, and palletizing onsite. Mining is proposed to remove approximately 1,000 cubic yards per year of Bluestone over the estimated 10-year operational life-of-mine. The reviewed Life-of-Mine area is 6 acres. Final reclamation will restore the site to current use of natural habitat and hunting.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to expand an existing 17 acre sand and gravel mine by 2.5 acres, increasing the life of mine to 19.5 acres. The mine will include excavation of unconsolidated sand and gravel reserves with a front end loader and hydraulic excavator. Mining within the expansion area will be at least three feet above the seasonal high water table. Erosion control berms will be constructed to direct surface water inward to an existing retention pond. The final reclamation plan includes a 1.5 acre pond and open fields re-vegetated with grasses.
