Negative Declaration

Broome County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Hall Quarry will not have a significant adverse environmental impact. The action involves a proposal by the applicant, David Bishop, to expand an existing Bluestone Exploratory Mine into a 6.0 acre Bluestone Quarry on 99.93 acres of land owned by Stuart L. & Stephanie J. Hall. The proposed mine will be located at 676 Ostrander Road on the northeast side of Owen Hill Road just northeast of the Town of Windsor, New York. Mining is not proposed below the water, and will be done by temporary, portable equipment for drilling, or cutting of Bluestone slabs, and palletizing on site. Mining is proposed to remove approximately 1,000 cubic yards per year of Bluestone over the estimated 10 year operational life-of-mine. The reviewed Life-of-Mine area is 6 acres. Final reclamation will restore the site to current use of natural habitat and hunting.

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Expansion of Ladd Sand and Gravel Pit will not have a significant adverse environmental impact. Presently mining is permitted within a 17 acre life of mine with a permit term area of 7.7 acres. The expanded area will include an addition of 2.5 acres, increasing the life of mine to 19.5 acres. The mine will include excavation of unconsolidated sand and gravel reserves with a front end loader and hydraulic excavator. Mining within the expansion area will be at least three feet above the seasonal high water table. Erosion control berms will be constructed to direct surface water inward to an existing retention pond. The final reclamation plan includes a 1.5 acre pond and open fields re-vegetated with grasses. The project is located at 59 Wellwood Drive in the Town of Mexico, New York.
