Negative Declaration

Orange County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Rossi Mine 1.45 Acre Expansion will not have a significant adverse environmental impact. The action involves a proposal by the applicant for modifications to the existing Mined Land Reclamation permit: 1) expand the approved life of mine boundary area by an additional 1.45 acres, thereby increasing the total life of mine area from 21 acres to 22.45 acres situated on a 39.3 acre property controlled by the permittee; 2) commence the processing of the mined material (sand and gravel) by utilizing a track mounted, diesel powered combination unit (crushing and dry screening) with a maximum rated capacity of 140 tons per hour; 3) lower the depth of the proposed final floor of the mine by approximately 15 to 20 feet; and 4) re-configuration of the final reclamation contours. Current mining methods (stripping of cover material, excavation, load-out and transportation of material offsite) will remain as currently approved. A total of 638,000 cubic yards of material will be removed from the 22.45 acre area in four phases over an approximate 20 year period at an anticipated rate of 31,900 cubic yards per year based on current market conditions. Excavation is not anticipated to intersect groundwater levels as mining progresses. Proposed final reclamation of the site will return mined areas to agricultural use. The project is located on Ford Road, approximately 1000 feet north of Pine Hill Road in the Town of Minisink, New York.
