Negative Declaration

Dutchess County - The Town Board of the Town of Red Hook, as lead agency, has determined that the proposed Adoption of a Local Law Amending Chapter 74 entitled "Fire Prevention and Building Construction" and Chapter 143 entitled "Zoning" of the Code of the Town of Red Hook Pertaining to Agricultural Fences will not have a significant adverse environmental impact. The action involves the adoption of a local law to amend Chapters 74 and 143 of the Code of the Town of Red Hook. The amendments will eliminate the maximum permitted height of an agricultural fence in the Town's Agricultural Business (AB) District and/or a New York State certified agricultural district, and will eliminate the requirement for a building permit for agricultural fences of a certain height in the AB District. The amendments are designed to protect the health, safety and welfare of Town residents and are consistent with the recommendations of the Town's Comprehensive Plan and with "Greenway Connections: Greenway Compact Program and Guides for Dutchess County Communities" pursuant to Chapter 17-3 of the Town Code. The project is located throughout the Town of Red Hook, New York.

Ulster County - The Marbletown Planning Board, as lead agency, has determined that the proposed Stone Ridge Base LLC Lot Line Adjustment will not have a significant adverse environmental impact. The action involves the merger of two parcels to create one lot at 3607 Main Street in the Town of Marbletown, New York.

Ulster County - The Marbletown Planning Board, as lead agency, has determined that the proposed Goldberg/Marks Lot Line Adjustment will not have a significant adverse environmental impact. The action involves a lot line adjustment wherein Daniel Goldberg is conveying 2.19 acres of his 10.19 parcel to neighbor Evan Marks. Marks is combining this 2.19 acres to his existing 0.81 lot. No new building lots are being created as a result of this conveyance. The project is located at 96 and 84 School Hill road in the Town of Marbletown, New York.

Ulster County - The Marbletown Planning Board, as lead agency, has determined that the proposed McClatchy/Weiss Subdivision will not have a significant adverse environmental impact. The action involves a two lot minor subdivision of 8.09 acres which would create Lot 1 consisting of 3.02 acres and Lot 2 consisting of 5.07 acres. The project is located at 262 County Road 2 in Accord, Town of Marbletown, New York.

Westchester County - The Town of North Castle Town Board, as lead agency, has determined that the proposed 37 and 41 Maple Avenue and a Local Law Amendments will not have a significant adverse environmental impact. The action involves a Local Law to Amend Section 355-22 of the Town of North Castle Town Code to Add Clarifying Language Regarding Multi Family Dwellings Located on the First Floor within the CB-A District as well as Multifamily Dwellings on the Second Floor within the CB-A Zoning District. Merger of the 37 and 41 Maple Avenue Lots; the demolition of the building at 41 Maple Avenue; the construction of additions to 39 Maple Avenue to provide 3 (three) two Bedroom and 3 (three) one bedroom apartments along with approximately 1,000 square feet of Retail Space. The project is located at 37 and 41 Maple Avenue in the CB Zoning District of the Town of North Castle, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Town of Goshen Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Amy's Kitchen, Inc. Manufacturing Facility and Science of the Soul Conference Center. A public hearing on the Draft EIS will be held on May 31, 2016 at 7:30 p.m. at the Town of Goshen, Town Hall, 41 Webster Avenue, 2nd Floor, Goshen, New York 10924. Written comments on the Draft EIS will be accepted until June 10, 2016 or until 10 days following the close of the public hearing, whichever is later. The Draft EIS is available from the Town of Goshen Building Department, 41 Webster Avenue, Goshen, NY; the Goshen Public Library, 203 Main Street, Goshen, NY and on line at: www.townofgoshen.org.

The action involves a proposal by Amy's Kitchen to construct an approximately 369,000 square foot food manufacturing facility with parking and supporting accessory structures on property totaling 60.1± acres. Science of the Soul proposes to a construct a Conference Center comprising a 200,000 square foot open-air pavilion and supporting parking and restroom facilities; an approximately 80,000 square foot multipurpose/family area building; an approximately 38,000 square foot central building; an approximately 8,000 square foot maintenance barn, two caretaker residences of approximately 2,400 square feet each and an approximately 4,500 square foot guest house, together with associated parking all on property totaling 195 ± acres. The Draft EIS also assesses the related actions of extending sewer and water lines from the Amy's and Science of the Soul sites to the City of Middletown and creation of a principal vehicle access from NYS Route 17M that will service the Amy's and Science of the Soul facilities as well as the Mid-Hudson Psychiatric Center. The Draft EIS also assesses the potential future action of a subdivision of approximately 11.6 acres from the "Ver Hage Property" for a potential future 70,000 ± square foot warehouse use. The Amy's Kitchen manufacturing facility will be located proximate to Hartley Road in the Town of Goshen, New York . Science of the Soul will be located proximate to Echo Lake Road in the Town of Goshen, New York. The sewer and water service lines will be located primarily within the bounds of the Heritage Trail in the Town of Goshen, portions of Wawayanda, and into the City of Middletown.
