Project Description:

The applicant proposes to remove 7 existing transmission cables, and install 4 new 1.8 mile oil-free electric transmission cables between NYPA's Proposed Cumberland Head Transition Station in Plattsburgh and VELCO's Grand Isle Terminal Station in Grand Isle, VT; decommission the existing station at Cumberland Head, construct a new terminal transition station; and relocate a small section of the overhead transmission line. The cables will be installed approx 30' north of the northernmost existing cable, using a combination method of open trenching in the upland sections, horizontal directional drilling in the near shore areas to water depths of 30', jet sledding at water depths of 30-100', and direct lay in water depths greater than 100'. Temporary gravity cells (11' x 25') will be installed at exist points in the lake to confine drilling fluids and minimize turbidity. Rip rap material covering the existing cables in the shallow areas will be temporarily side cast for removal of the cables. Project construction will potentially require the installation of 20 concrete mattresses, 8'W x 40'L x 9" thick, for cable protection. On the NY side, total temporary impacts are 14,100 SF, with potential permanent impacts from concrete mats of 6,400 SF.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: New York Power Authority

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 19, 2016.
