Project Description:

Rockland County Highway Department proposes to replace an existing retaining wall that runs along the north side of the Minisceongo Creek [Water Index No. H-43-1, Class C(T)] and supports the embankment for Suffern Lane. The proposed wall be approximately 108 feet long, a maximum of 0.5 to 8 feet tall, and will be between 10 and 27 feet from the Suffern Land edge of pavement. As part of this project, the bank of Minisceongo Creek will be graded at a maximum slope of 1.75:1 and stone protection will be placed from the stream channel to the 100-year flood elevation to protect the stream bank from erosion. The quantity of fill material proposed to be placed within the stream banks is 246 cubic yards over 270 linear feet.

No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department of Environmental Conservation (DEC) has made a tentative decision to reissue a State Pollutant Discharge Elimination System (SPDES) permit No. NY0148393 for this existing facility to discharge 4,400 gallons per day of treated, sanitary waste to a tributary of Panther Rock Brook (Water Index No. D-53-1-16, Class C(t). A permit for a new five year term has been drafted which includes updated regulatory requirements. No changes have been made to the effluent limitations or monitoring and reporting requirements. The permittee will be required to maintain records to verify compliance with the SPDES permit conditions and discharge limits. The draft SPDES permit is available for review at the NYSDEC Region 3 office.

Project Description:

The applicant proposes existing surface discharges to an unnamed tributary of Plattekill Creek from two separate outfalls discharging wastewater from New Paltz Central School District Bus Garage from the facility's oil/water separator (Outfall 001), and storm water runoff (Outfall 002). The permittee submitted an application for permit reissuance (Form NY-2C) because the existing permit has been expired since 12/1/1999.

The New York State Department of Environmental Conservation has made a tentative determination to issue a new State Pollutant Discharge Elimination System (SPDES) Permit. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.
