Project Description:

The applicant proposes to continue remedial action at the Saranac Street former Manufactured Gas Plant site on the Saranac River. Phase 7 remedial work entails work within 410 LF of the Saranac River, excavation of approx 10,000 CY river substrate within 1.6 acres of river area. River sediment will be excavated under dewatered conditions using a temporary river bypass system made of steel sheetpiles and 2000 CY of pre-cast concrete blocks along the rivers centerline with headwater and backwater dams. A temporary river crossing for vehicle access will be installed using steel caissons, stone fill (450 CY), concrete blocks and timber crane mats. Disturbed areas will be returned to preconstruction grades, with slope, profile, and streambed structures/features replaced. Restoration may include the placement of additional stone, native materials and vegetation necessary to accomplish this goal.

The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes a new 26 acre life of mine sand and gravel mine (surface unconsolidated material) on a 30.75 acre parcel owned by the permittee. The mine will be operated as a traditional surface opening extraction by means of mechanical excavating and processing by screening standard to this type of unconsolidated mining operation. The site was previously wooded and has not been previously mined. Reclamation will be restoration to meadowland.
