Project Description:

The facility is a fully integrated pulp and paper mill. Four power boilers (boilers 2, 3, 4 and 5) provide steam for papermaking processes, comfort heat and generation of electricity. These boilers are subject to 6NYCRR Subpart 227-2 [Reasonably Available Control Technology (RACT) for Major Facilities of Oxides of Nitrogen (NOx)] and, because of their age and physical configuration, are unable to achieve the regulation's presumptive NOx emission limits. The regulation provides for a waiver for boilers like these and allows for a higher emission rate if the facility can demonstrate that it is not technically or economically feasible to operate below that emission rate.
NOx emissions react with volatile organic compounds in the atmosphere to create ozone which can be a health hazard. This reaction typically happens during warm weather, and the "ozone season" under Subpart 227-2 is May through September.

Finch Paper's current Title V permit has a RACT waiver emission rate of 0.45 pounds of NOx emissions per million British Thermal Units (lb/mmBtu) based on a previous RACT plan. New York State Department of Environmental Conservation has received and proposes to approve a new RACT waiver incorporating the following changes:

1) The power boilers will no longer fire oil - they will fire natural gas only.
2) The allowable NOx emission rate during the period April 15 through October 15 will be 0.225 lb/mmBtu - half the current limit.
3) During the remained of the year, they will manage the boiler load to limit the use of their highest NOx-emitting boiler.

After approval of the RACT waiver, the facility's Title V Permit will be modified to incorporate the new requirements.
