Project Description:

Remediation of newly discovered contaminated sediment and soil within Kelsey Creek will result in the excavation of material from the stream bed and bank within the North Watertown Cemetery. Restoration to existing conditions will be performed to restore the vegetative communities and land uses to pre-existing or equivalent conditions. Impacts to environmentally sensitive resources will be minimized and avoided to the extent practicable during the performance of the remedial action.

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant has proposed a public water distribution system to serve residences and businesses fronting NYS Rt. 12 and extending north to serve areas between Rt. 12 and the St. Lawrence River. The water district would extend to the east to an interconnection with Village of Alexandria Bay water supply east of the I-81 interchange. The district would extend to Fishers Landing to the west.

The proposed water mains will impact NYS regulated wetlands F-23, Class 3, and F-14, Class 1; and their associated adjacent areas at several locations along the route.
The proposed project has avoided and minimized the impact to the extent practicable and the unavoidable impacts will be temporary.

NYS threatened species Blandings' turtle (Emydoidea blandingii) and Bald eagle (Haliaeetus leucocephalus) are known to utilize habitat within the water district. The potential for these species to be impacted by the construction of the water main will be evaluated during the project review. Avoidance and mitigation measures are expected to be a component of any potential permitting.

Project Description:

Work involves removal of creosote impacted soil, fill and concrete resulting from previous operations at the former Federal Creosote plant which ceased wood treating operations in the 1950's. While structures have been removed the foundation remains. As an Interim Remedial Measure (IRM) to prevent human health exposures and potential migration of the contaminants, excavation of impacted soils, unmarked drummed waste and portions of the former foundation will occur. Disturbed areas (including NYS Freshwater Wetland VE-3) will be restored at the completion of the removal.

Project Description:

The project will restore approximately 1,900 linear feet of the Mohawk River in the Town of Western, Oneida County as part of the mitigation required by the US Army Corps of Engineers for disturbance to wetlands and streams at the Marcy Nano Center Site. Restoration will reduce sediment loading to the Mohawk River and improve aquatic and riparian habitat. In stream structures include but are not limited to rock cross vanes, toe wood, and live staking/vegetating the banks. When complete, the project will be placed in a conservation easement.
