Project Description:

Applicant proposes to operate a temporary dewatering system with a maximum withdrawal of 1,440,000 gallons per day to facilitate the construction of a new 5-story inpatient residential building at the South Beach Psychiatric Center, located at 777 Seaview Avenue in the borough of Staten Island. Pumped groundwater will pass through an 18,000 gallon settling tank before being directed to the existing storm sewer on Seaview Avenue which discharges to Lower New York Bay via NYCDEP outfall #OB-607.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Dormitory Authority

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct nineteen (19) detached one and two-family houses including a sanitary sewer line running through an on-site private street into an existing sanitary sewer located in Amboy Road. Two of the proposed houses and portions of a proposed cul-de-sac are within the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-12 (Arbutus Lake). The applicant proposes the establishment of 30 foot wide deed restricted vegetated buffer area between the development and the wetland. The project site is located at 1 Bland Place, Staten Island, Block 6523 - Lots 92, 94, 101 and 103.
