The facility is needed for recreational access as well as for mooring of emergency rescue and evacuation vessels, first responder equipment and police vessels. Project Description:

The Department has prepared a draft permit and made a tentative determination to approve the application to renew the facility's Title IV and Title V permits. The facility consists of two simple cycle combustion turbines for the purpose of generating electricity. Exempt equipment includes a small 2.3 mmBTU/hr package boiler for building heat, a small cooling tower, two distillate oil storage tanks (plus one abandoned in place), and a tank for storing 19% ammonia solution. The LM6000 combustion turbine at the facility can fire with natural gas or distillate oil as fuel, uses water injection, a Selective Catalytic Reduction (SCR) system, and an oxidation catalyst for air pollution control. Emission Reduction Credits were established from the decommissioning of the two electric generating diesel engines at Power Plant 2 to facilitate construction of the LM6000 turbine. The Curtiss-Wright combustion turbine has "black start" capability and uses distillate oil as fuel.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The applicant proposes the subdivision of one 2.073 acre parcel into two lots. Parcel A will be 1 acre and contain the existing dwelling. Parcel B will be 1.07 acres. The existing cottage and shed on Parcel B will be removed and a new dwelling is proposed for Parcel B.

The the parcel listed above is located entirely within the Recreational River Corridor for the Nissequogue River. The NYSDEC has determined that the proposal does not meet the 2 acre lot size minimum requirement of 6NYCRR Part 666.13(c). The proposed lots fail to meet this standard and as such the permit requires an area variance under section 666.9.
