Project Description: Refurbishment/replacement of utility lines for portion of Browns Falls, Taylorville service. As part of the Project, National Grid proposes the following scope of work within the Adirondack Park: replace shieldwire along the entire line (128 structures), replace four (4) structures, replace steel bracing members on eight (8) structures, replace insulators and hardware on 105 structures, replace conductor attachment plates and hanger members on seventy-five (75) structures, install guys and anchors at two (2) structures and replace guys and anchors at forty-one (41) structures. The structures slated to be replaced as part of the project, structures 142,159, 212 and 220, will be upgraded to modern steel two-pole structures and the height of the structures will be increased from approximately 76 feet above ground height to new heights ranging from 83.5 to 97 feet above ground. Access to the structures and replacement of 1 structure will involve temporary wetland impacts.

Transportation of Solid Waste to the Oneida-Herkimer Landfill for Oneida-Herkimer Solid Waste Management Authority

The Oneida-Herkimer Solid Waste Authority (OHSWA) desires to procure an agreement (pursuant to Section 120-w of New York State Municipal Law) for 5 years beginning October 24, 2016 for transportation of non-recyclable waste from 2 transfer stations to the Oneida-Herkimer Landfill, Ava, NY. Negative Declaration

Lewis County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed New Mining Operations - Town of Lewis will not have a significant adverse environmental impact.

The involves a proposal by the applicant, Town of Lewis, to develop and operate a 9 acre surface sand and gravel mine within an 134 acre parcel of land owned by Sandra Witzigman. The project site is located on the west side of the Witzigman Road, approximately 0.2 miles south of the Osceola Road intersection in the Town of Lewis, New York. The mine is intended to operate as a traditional surface extraction of the CfD Colton loamy sand, which is the predominate soil type on the site. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 25,000 tons-per-year of aggregate sand and gravel over the estimated 15 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 9 ± acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 9 (LOM) acres.

Oneida County - The City of Rome, as lead agency, has determined that the proposed Northwest Rome Water System Improvements will not have a significant adverse environmental impact. The action involves a new 500,000 gallon elevated water storage tank; a new booster pump station; a new hydropneumatic pump station; and approximately 80,000 lineal feet of new water mains within the public right of way. The project is located along NYS Route 69 (Gore Road to Humaston Road); NYS Route 26 (City Limit with the Town of Lee to Williams Road); Humaston Road (NYS Route 69 southerly 7,300 linear feet); County Route 62 - West Thomas Street (Gifford Road north to County Route 60A - Sleepy Hollow Road); Link Road (NYS Route 69 to County Route 60 A - Sleepy Hollow Road); County Route 60 A- Sleepy Hollow Road (Link Road to Lorena Road); Lorena Road (County Route 60A to NYS Route 26); Dawn Dive; Tannery Road (1,300 feet); Oswego Road (Tannery to approximately 4,000 feet west of Hogsback Road intersection); Hogsback Road (2,000 feet); Wuethrich Road; Gulf Road; Townline Road; and Elmer Hill Road in the City of Rome, New York.
