The applicant has applied for a re-issuance of DEC Freshwater Wetland and Coastal Erosion Hazard Area permits required for the Willow Point development. No changes in previously-permitted activities or permit conditions are proposed, but the term of the proposed permit would exceed 10 years from the date the original permit was issued, which was August 2, 2006. The permit had been renewed most recently through December 31, 2015. The previously authorized activities within DEC-regulated areas include installation of a seasonal use dock system for 46 residential boat slips, construction of a 14 ft wide walking path/golf cart access, utilities to dock area, stormwater conveyance improvements, installation of a gabion retaining wall system, landscaping, and miscellaneous appurtenant structures.

Project Description:

Applicant proposes to replace 942 feet of 2-inch gas main along the north side of Lake Road. About 740 feet will be installed by direction drill with four 5-foot by 15-foot drill pits, and 202 feet will be installed by open trench. The new gas main will be located along the road side with the existing gas main being abandoned in place. Approximately 70 feet of the new gas main will be within the 100-foot adjacent area of State Freshwater Wetland RE-1 (Class 2). Erosion and sediment controls will be used to minimize potential impacts to the wetland. Project is within the Natural Protective Features Area (NPFA) and in the Structural Hazard Area (SHA) of the Coastal Erosion Hazard Area (CEHA), and requires a variance under 6NYCRR Section 505.8.

Project Description:

The proposed project involves modification of the existing outlet structures for the Willow Pond Dam (ID # 045-5498), which consist of a service and auxiliary spillway. The existing service spillway structure, which consists of a 42-inch riser pipe and 36-inch by 22-inch corrugated metal pipe arch culvert that runs beneath Putting Green Lane, will be replaced with a 5-foot by 5-foot precast concrete drop inlet and 42-inch reinforced concrete pipe. The top elevation of the existing earth berm auxiliary spillway will be increased by 2.5 feet to increase the storage capacity of the pond. The service spillway inlet has been designed to maintain the current normal pool elevation and the existing outlet channel will be regraded to improve alignment with the Tributary to Irondequoit Creek. An updated Emergency Action Plan for this facility has also been developed.

Stabilize approximately 300 linear feet of failing streambank on Flint Creek by reconstructing two 150 foot long stream channel segments where stream channel avulsions occurred during May 2014 and June 2015 flash flood storm events.
