Negative Declaration

Erie County - The East Aurora Union Free School District, as lead agency, has determined that the proposed 2016 Capital Improvements Project will not have a significant adverse environmental impact. The action involves a proposal to undertake a capital improvements project which includes various renovation, upgrade, and site work improvements to promote educational programs and safety and preserve assets at Parkdale Elementary School, East Aurora Middle School, and East Aurora High School.

Proposed improvements at Parkdale Elementary include HVAC upgrades to original systems in the 1954 building and cooling throughout, fiber-optic cable upgrade to support prerequisite for Smart Schools Initiative, and auditorium upgrades including lighting, controls, and sound. At the Middle School, reconfiguration to building entrance areas, including vestibule addition, restrooms, office, corridor with ADA ramp, elevator, and HVAC and upgrades to the cafeteria, will improve safety, security, accessibility and pedestrian access. Other safety and building preservation items include masonry restoration, roofing, electrical safety measures, addressing hard surfaces and elevation differences in the west gymnasium, and stairs upgrades. Improvements to educational programs and preservation of assets include renovations and reconfigurations of the music wing, second floor classrooms and corridors, counseling suite and nurse suite, and fiber-optic cable upgrades.

Improvements at the High School include new roofing, exterior wall repairs, air conditioning technology labs, and carpets. Other upgrades include new gymnasium bleachers to improve safety and accessibility and renovations and reconfigurations of locker rooms, kitchen, and music suite. Proposed site work at the High School includes reconstruction of paved access roads and parking areas and site lighting upgrades. Improvements to the outdoor athletic facilities include replacement of the existing 6 lane track with an 8 lane track, removal of the existing grass turf field inside the track with a new natural grass surface and drainage system, new accessible bleachers, press box, storage area, and perimeter fencing. Other upgrades include restoration of tennis courts with crack repairs and resurfacing, re-grading of field hockey field and drainage improvements, and other drainage improvements including filling or piping the existing drainage swales between athletic fields. A second proposition includes a synthetic turf athletic field with drainage system inside the track, rather than a new grass athletic field, and a public restrooms addition to the existing concessions building.
