Negative Declaration

Greene County - The Town of Athens Town Board, as lead agency, has determined that the proposed Northeast Treaters of NY, LLC Rezoning will not have a significant adverse environmental impact. The action involves a proposed amendment to the Town of Athens Zoning District Map. Northeast Treaters of New York, LLC (Northeast Treaters) has applied to have approximately 19 acres it owns in the Rural Residential District (RU) rezoned to Light Industrial-2 (LI-2). Northeast Treaters is the owner and operator of an existing lumber treatment facility on a 32.9 acre parcel, 13.17 acres of which is zoned LI-2 and 19.07 acres of which is zoned RU. The area proposed to be rezoned is generally bounded by agricultural land to the north, light industrial properties and a rural residential property owned by Northeast Treaters along the Schoharie Turnpike to the south, rural residential properties along Flats Road to the east, and Northeast Treaters' LI-2 zoned property to the west. This proposed rezoning would bring the majority of the full 32.9 acre parcel owned by Northeast Treaters within the LI-2 zone. The purpose of the proposed zoning amendment is to promote the goal of increasing economic development. A public hearing will be held on June 6, 2016 at 7:00 p.m. at the Athens Town Hall, 2 First Street, Athens, NY to hear all interested parties on the subject of a proposed local law to amend the Town of Athens Zoning District Map. The project is located at 796 Schoharie Turnpike in the Town of Athens, New York.

Rensselaer County - The Town of North Greenbush, as lead agency, has determined that the proposed North Greenbush Water Quality, Pressure and Improvement Project will not have a significant adverse environmental impact. The action involves the extension of the Municipal Water Line from the end point at Geiser Road near Snyder's Lake in the Town of North Greenbush on the lake side or east side of the road to the intersection of State Route 43 and Geiser Road, then in a westerly direction to the intersection of State Route 43 and Mountain View Terrace in the Town of North Greenbush, New York. The purpose is threefold: (1) To improve water quality via connection of a greater number of households to the Oberlook Avenue Water Tower; whereas currently the water turnover in the Oberlook tower is inadequate as an insufficient number of households are connected resulting in some high trihalomethane (THM) readings with temporary ameliorative measures implemented to address this issue including dumping water and maintaining tank at lower than capacity levels; (2) To improve pressure particularly for purposes of hydrants and safely and effectively quashing fires as currently pressure readings in the higher elevations in the vicinity of Eastview Terrace and Teliska Drive, side streets off of the southern end of State Route 43; and (3) To provide access to a safe municipal water source whereas numerous residents in the vicinity of the western end of State Route 43 have poor aged wells and poor water quality, some of whom treat their water with ultraviolet light and/or chlorine to kill bacteria in their well water, and many of whom have been requesting access to municipal water.
