Negative Declaration

Onondaga County - Onondaga County, as lead agency, has determined that the proposed Lakeview Point Landing will not have a significant adverse environmental impact. The action involves the construction of the Lakeview Point Landing which is being engineered to have a minimal impact on the shoreline site. The dock abutment will be constructed on the shoreline with minimal excavation required. The perimeter of the structure may involve sheet piles that will have a minimal impact on the shoreline as they have a relatively small footprint. The seasonal docks will attach to the shoreline structure via a gangway that is connected to the structure and rests on the seasonal dock. The seasonal docks will utilize a dead-man anchoring system that has a minimal impact on the lake bottom. The trail connection will be accomplished through the addition of stable material that will improve the cap situation on the Solvay waste bed site. The goal of this project is consistent with our mission to provide access to the area's natural resources (Onondaga Lake) and will also increase access to our trail system and Lakeview County Park. The project is located at 490 Restoration Way in the Town of Geddes, New York.

Notice of Acceptance of Draft SEIS, Additional Public and Extension of Public Comment Period

Tompkins County - The Town of Enfield Town Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Modification of Black Oak Wind Farm Project. An additional public hearing on the Draft SEIS will be held on April 12, 2016 at 7:00 p.m. at the Enfield Elementary School, 70 Enfield Main Road, Ithaca, New York. Written comments on the Draft SEIS will now be accepted until April 21, 2016. The Draft SEIS is available from the Town of Enfield Town Hall; the Tompkins County Public Library and on line at: www.blackoakwindny.com.

The action involves the modification of an already approved seven (7) turbine wind-powered generating facility to be located on leased private lands comprising of 1,060 acres in the Town of Enfield (and potentially in the Town of Newfield). The modifications include the relocation of two (2) turbines, a substation and approximately 8,400 linear feet of buried collection lines, as well as the construction of a wind measurement tower. The project is located in the Town of Enfield, New York.
