Negative Declaration

Westchester County - The Town of Cortlandt, as lead agency, has determined that the proposed Envision Cortlandt 2016 Sustainable Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of Envision Cortlandt, a Sustainable Comprehensive Plan for the Town of Cortlandt designed to provide a set of recommendations to help guide the community, Town Board, Planning Board, Zoning Board, and other boards, committees, and staff for the next decade and beyond. The Plan evolved out of decades of community planning efforts and policy initiatives ranging from small neighborhood plans to larger Townwide plans and programs such as the Verplanck Waterfront Plan and Cortlandt Green Team. Developed over a two and a half year period, Envision Cortlandt brought together a diverse group of stakeholders known as the "Master Plan Committee" (MPC) to lead development of the Plan through numerous workshops, public meetings, and presentations, as well as a Townwide survey. Envision Cortlandt presents a framework and strategy for the Town to achieve its vision: to grow in a more economically, environmentally, and socially sustainable way.

The project is located throughout the Town of Cortlandt, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Westchester County - The Town of North Castle Planning Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed 11 New King Street Airport Parking Facility. A public hearing on the Draft SEIS will be held on April 11, 2016 at 7:00 p.m. at the Town of North Castle Town Hall, 15 Bedford Road, Armonk NY 10504. Written comments on the Draft SEIS will be accepted until April 26, 2016. The Draft EIS is available from the North Castle Planning Department; the Town of North Castle Library Branches and on line at: http://www.northcastleny.com/planning/pages/park-place-at-westchester-airport-documents.

The action involves a proposal by the applicant, 11 New King Street, LLC, to construct a multi-level automated parking structure at 11 New King Street in the Town of North Castle, New York, to provide parking for users of the Westchester County Airport where there is an existing shortage of parking. The proposed parking facility would be called Park Place at Westchester Airport (Park Place). In conjunction with the site plan application, the applicant has submitted a zoning petition to amend the Town of North Castle zoning code to allow parking structures in the Industrial AA (IND-AA) zoning district with a special permit. The project site comprises two tax map parcels that are located in the southern portion of the Town of North Castle adjacent to Westchester County Airport near the Connecticut state line. The proposed project would involve construction of an approximately 37,444 square foot footprint building that will accommodate approximately 980 vehicles. The Draft SEIS studies new information associated with recently updated Federal Aviation Administration (FAA) regulations, bird attraction, New York City Department of Environmental Protection (NYC DEP) variances needed for proposed impervious surfaces within the NYC DEP 100 foot limiting distance, comments from NYC DEP, Westchester County and the Watershed Inspector General.
