Project Description:

The Department has prepared a draft permit and made a tentative determination to approve this application to renew and modify the Title V permit for this existing municipal electric power generating facility. The facility has retired one 1.5 MW diesel engine and has reclassified three engines as emergency power generation. The facility now consists of three diesel engines (two of these rated at 2.0 MW, one rated at 4.5 MW), one small dual-fuel (natural gas/distillate oil back-up) package boiler, and the following exempt activities: one non-contact cooling tower, four distillate fuel oil storage tanks with storage capacities less than 300,000 barrels, and nine storage tanks with capacities less than 10,000 gallons.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to construct 136 linear feet of vinyl bulkhead up to 24 inches seaward of the existing bulkhead and place 25 cubic yards of clean fill between the existing and proposed bulkheads. Install two 6 foot bulkhead returns and replace the existing pavers landward of the bulkhead. The project will result in the filling of 272 square feet of a tidal wetland area known as littoral zone. The project is located at 3385 Jason Court, Bellmore, Hempstead Town, Nassau County.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to upgrade and increase the capacity of existing well no.1 at the Edge of Woods Road well field from 700 gallons per minute to 1,000 gallons per minute. The well field is part of the South Fork Low water supply system which serves the area of the South Fork extending from Shinnecock Hills to Amagansett. The well field is located on the northeast side of Edge of Woods Road, ~1,450 feet northwest of the north end of Long Springs Road, Southampton, Southampton Town, Suffolk County.
