Project Description: The action involves construction of a footbridge and boardwalk associated with recreation trails at the Hathaway Park. The bridge will be 20 feet long and 24 inches wide; the boardwalk will be 25 feet long and 24 inches wide. No support structures or fill in the wetland is proposed.

Project Title: New York RSA No. 2 Cellular Partnership d/b/a Verizon Wireless

Location: Forest Home Road in the Town of Harrietstown, New York.

Project Description: The action involves subdivision into sites by lease and a major public utility use involving installation of a new 94-foot tall telecommunications tower to be concealed as a simulated pine tree. The total height of the tower will be 94 feet (including a 5 foot crown and concealment branching). Within the equipment compound, Verizon Wireless is proposing to install a three-sided 12 panel array containing 8 foot panel antennas to be located at the 85 foot centerline height above ground level and a 4 foot lightning rod. An 11.6 foot by 16 foot equipment platform is also proposed on the 0.23 ± acre (100 foot by 100 foot) lease area. Access to the facility will originate from Forest Home Road (County Road 18) utilizing 3,000 ± feet of an existing woods road/driveway, and a new 500 ± foot long gravel drive extending from the existing access is to be constructed to accommodate construction and service vehicles. Utilities will be extended underground from an existing transformer (adjacent to the existing single-family dwelling at Station 27+75± to Station 30+00) along a new 10 foot wide utility easement, and will then be installed within the access and utility easement adjacent to the proposed access road up to the tower site (Station 34+90±).


Negative Declaration

Franklin County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Kushaqua Tract Conservation Easement Recreation Management Plan (RMP) will not have a significant adverse environmental impact. The Kushaqua Tract Recreation Management Plan (RMP) addresses public access and recreational use. It sets forth the proposed goals, objectives, management actions and costs for the recreational management of approximately 19,000 acres of Conservation Easement land. The RMP identifies management actions to be undertaken and includes constructing campsites; constructing and designating parking areas; constructing new trails for motorized and non-motorized users; providing access for people with disabilities; enhancing fishing access and repairing, upgrading and opening existing access roads for public use. Non-motorized uses will include canoeing, camping, hiking, biking, fishing, hunting, trapping and horseback riding. Motorized uses will include ATVs, snowmobiles and automobiles. The RMP details proposed management activities for a five year period, dating from the time of approval and adoption. A review and update will occur every five years. All measures will be taken to ensure management actions proposed in this plan will not degrade the character of the area. The project is located in the Towns of Brighton and Franklin, New York.

Notice of Acceptance of Final EIS

Clinton, Essex, Franklin, Fulton, Hamilton, Saratoga, Washington and Warren Counties - The Adirondack Park Agency (APA), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Amendments to the Adirondack State Land Master Plan. The Final EIS is available from the Adirondack Park Agency Headquarters, 1133 NYS Route 86, Ray Brook NY and on line at: www.apa.ny.gov.

The action involves amendments to the Adirondack park State Land Master Plan (APSLMP) involving major changes to basic guidelines, additional content, minor changes and ministerial changes. The project is located on all New York State Lands in the Adirondack Park.
