Project Description:

Applicant proposes to restore approximately 283 acres of degraded tidal marsh at Wertheim National Wildlife Refuge and restore fish passage within Yaphank Creek. Proposed is the removal of existing earthen ditch plugs within extant grid ditches to restore flow to hydrologically isolated areas of the marsh plain, excavation of new naturalistic channels to improve tidal connectivity to the marsh interior and to restore tidal exchange to the waterlogged grid ditch cells, and the filling of legacy mosquito ditches with excavated marsh soils and coir logs to restore contiguous vegetated marsh plain. The project will occur within tidal wetlands on the west and east banks of the Carmans River and adjacent to regulated freshwater wetlands B-2 and B-9. Also proposed is the removal of impediments to flow within Yaphank Creek to restore fish passage, including removal of two 24" CMP culverts to be replaced by one arch culvert and a boulder weir/step-pool sequence. The project will occur within regulated freshwater wetland B-2. The project is located at 340 Smith Road, Shirley, Town of Brookhaven, Suffolk County, SCTM 200-904-1-2 & 200-980.10-1-9.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct a new bulkhead and catwalk, place fill and construct a single family dwelling, septic system and driveway. The house and septic system are proposed within 37 feet and 81 feet, respectively of the tidal wetlands at the site. Variances from the development restrictions of the Tidal Wetlands Land Use Regulations, Part 661 have been requested. The project is located on the north side of Connetquot Drive, approximately 1170 feet west of River Way, Oakdale, Town of Islip, Suffolk County, SCTM # 0500-350-1-3.
