Negative Declaration

Delaware County - The New York State Governor's Office of Storm Recovery, as lead agency, has determined that the proposed Hazard Mitigation Grant Program (HMGP) and Community Development Block Grant - Disaster Recovery (CDBG-DR) Global Match Acquisition and Elevation - Village of Sidney and Sidney Center will not have a significant adverse environmental impact. The action involves the provision of homeowner assistance to elevate or acquire/demolish 136 buildings in Delaware County, 134 of which are located in the Village of Sidney and 2 of which are located in Sidney Center. Although the exact number of elevations and acquisitions is not known, it is estimated that at least 35 and as many as approximately 74 homes will be lifted to an elevation at least two feet above the Base Flood Elevation and Delaware County will acquire and demolish approximately 62 homes located within high-risk areas of the Special Flood Hazard Area in the Village of Sidney and Sidney Center, New York. The purpose of the Proposed Action is to address the significant flood in the Village of Sidney and Sidney Center, New York.

Greene County - The Town of Hunter, as lead agency, has determined that the proposed Amendment of Land Use Laws will not have a significant adverse environmental impact. The action involves the amendment and adoption of several land use laws for the Town of Hunter including: Site Plan Review; Regulation of Mobile Home Parks; Junk Storage; Scrap Facility Law; Timber Harvesting; and Small Scale Mining. The purpose of this project was to update and revise the Town's land use regulations with the overall goal of improving natural resource and water quality protection. The project is located throughout the Town of Hunter, New York.

Montgomery County - The City of Amsterdam City Council, as lead agency, has determined that the proposed Combine Sewer Overflow (CSO) Improvement Project will not have a significant adverse environmental impact. The action involves the replacement of portions of the existing sanitary sewer collection system with new pipe or trenchless pipe lining methods to reduce the amount of inflow and infiltration and to comply with the current New York State Department of Environmental Conservation Order on Consent. The project also includes sanitary sewer pump station improvements at three locations in the City of Amsterdam, New York.

Columbia County - The Town of Copake Zoning Board of Appeals, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Special Use Permit for a "Boardinghouse" - 2103 County Route 7A. A public hearing on the Draft EIS will be held on March 24, 2016 at 7:00 p.m. at the Copake Town Hall, 230 Mountain View Road, Copake, NY 12516. Written comments on the Draft EIS will be accepted until April 12, 2016. The Draft EIS is available from the Office of the Copake Town Clerk, 230 Mountain View Road, Copake, NY 12516 and on line at: http://townofcopake.org/category/public-notices/.

The action involves an application to the Copake Zoning Board of Appeals for a special use permit to use an existing single-family residential structure in the vicinity of Upper Rhoda Pond in the Town of Copake as a "boardinghouse" (as the term is used in the Copake Zoning Code) for up to twelve short-term occupants. The owners propose to list the availability of the house on online services such as AirBnB and VRBO, and to rent the house out to groups for various periods of time, with rentals by the week likely to be typical.
