Negative Declaration

Orange County - The Town of Chester Town Board, as lead agency, has determined that the proposed Walton Lake Water District will not have a significant adverse environmental impact. The action involves the replacement of the Water Tank, development of new wells, improvements to the pump station and replacement of piping. The project is located in the Town of Chester, New York.

Orange County - The Village of Highland Falls Village Board, as lead agency, has determined that the proposed Water Plant - Ondaora Park, Sutterlee Grove will not have a significant adverse environmental impact. The action involves the Water Distribution Line Replacement and Water Plant Component Replacement. The project is located in the Village of Highland Falls, New York.

Orange County - The City of Newburgh City Council, as lead agency, has determined that the proposed West Trunkline Sewer Corridor Improvements Project will not have a significant adverse environmental impact. The action involves the following proposed sewer improvements:

  • Clearing and grubbing along the West Trunkline Sewer, Southern Interceptor Sewer, and Combined Sewer Overflow (CSO) Corridors paralleling Quassaick Creek.
  • Cleaning and Closed Caption Televised Inspection of the 54 inch West Trunkline sewer, 36 inch and 42 inch Southern Interceptor Sewer, 60 inch Combined Sewer Overflow (CSO) from CSO Regulator 1/002, 36 inch Gravity Sewer on Mill Street and 36 inch Gravity Sewer on Robinson Avenue.
  • Replacement and/or spot repairs of sections of the West Trunkline Sewer, Southern Interceptor Sewer, CSO, Mill Street Gravity Sewer and Robinson Avenue Gravity Sewer found to be in poor condition and not able to be rehabilitated using Cured-in-place Pipe (CIPP) lining system, CIPP lining will be installed in sections where required.
  • Installation of manhole structures to facilitate access and maintenance of West Trunkline, Southern Interceptor, and Combined Overflow Sewers.
  • Construction of new access pathway along the West Trunkline Sewer, Southern Interceptor, and CSO to facilitate future maintenance and access to the sewers.

Provided below is a description of the Quassaick Creek stream restoration efforts:

  • Partial removal of Holden Dam.
  • Rechannelization of approximately 1,000 foot section of the Quassaick Creek starting approximately 550 foot west of Holden Dam.

The project is located on the Quassaick Creek in the City of Newburgh, New York.

Sullivan County - The Town of Liberty, as lead agency, has determined that the proposed Stevensville Water District Improvements will not have a significant adverse environmental impact. The action involves Well Field work which will consist of pump work, electrical and piping; the Directional Drill of a new 12 inch HDPE watermain between Somers Road and Birch Lane on Briscoe Road; the Directional drill an new 12 inch HDPE water main under Swan Lake approximately 500 linear feet from Briscoe Road to NYS Route 55; the installation of a new fire hydrant and 2 inch water service on Briscoe Road; the installation of approximately 1,900 linear feet of 12 inch water main; Fire hydrants and water services along NYS Route 55 north from its intersection with Briscoe Road; and the construction of a new concrete 0.5 MG water storage tank on property along NYS Route 55. The project is located on Briscoe Road between Shore Road and Birch Lane, the intersection of Briscoe Road and NYS Route 55 and north from this intersection to the New Water Storage Tank in the Town of Liberty, New York.
