Project Description:

The Department has prepared a draft permit and made a tentative determination to approve this application for a State Facility Permit at this existing facility. The facility has replaced three boilers and now consists of seven boilers, seven emergency generators, and is authorized to construct a new natural gas-fired internal combustion 2 MW cogeneration system. The facility's potential to emit (PTE) emissions of oxides of nitrogen (NOx) includes the generators, boilers, and the cogeneration system, and is capped at 24 tons per year.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility Permit renewal & modification for Pet Crematory Agency. Pet Crematory Agency operates five incinerators which burn animal carcasses, animal parts and associated bedding. The facility is requesting for the replacement of three of the existing incinerators as follows:

  • Emission source 00001 is an incinerator rated at 100 pounds per hour which will be replaced with Emission source 0001R, a BLP-500 incinerator rated at 150 pounds per hour.
  • Emission sources 00002 and 00004 are incinerators rated at 200 pounds per hour each and will continue operating at the facility.
  • Emission sources 00005 and 00006 are incinerators rated at 300 pounds per hour each and they will both be replaced with Emission sources 0005R and 0006R, both being Therm-Tec-30-P-1 incinerators rated at 375 pounds per hour.

    The facility's nitrogen oxide emissions will be capped at 22.5 tons per year to avoid being subject to Title V permitting requirements pursuant to 6 NYCRR 201-6.

The Department is also reviewing a renewal/modification application for PART 360, Solid Waste Management. The applicant will operate a pet crematory with a design capacity of 1,400 pounds per hour of animal carcasses and remains.
