Negative Declaration

Ulster County - The Town of New Paltz Town Board, as lead agency, has determined that the proposed New Paltz Backup Water Supply Project will not have a significant adverse environmental impact. The action involves the development of a Backup Water Supply which is required to provide a continuous water supply to the New Paltz community during the planned maintenance shutdown of the Catskill Aqueduct in 2017, 2018 and 2019. The aqueduct is the community's primary water supply source. Two groundwater supply sources, improvements to the existing Village reservoirs and water demand management programs will provide the necessary 610 gpm water supply during the maintenance shutdowns. To utilize the two new groundwater sources, a new water district (Water District #5) will be established in the Plains Road area where a new wellfield is being developed and an extension to existing Water District #3 will be established to utilize the existing wellfield located east of the Thruway, west of South Ohioville Road and along Paradies Lane. Improvements will include groundwater wells, pumping and treatment, and connections to the existing water system infrastructure. Reservoir improvements include the removal of sediment from the existing reservoirs and the installation of flashboards on the existing spillways of the upper and lower Village reservoirs. The project is located along Plains Road, Woodland Drive, Shawangunk View, Cedar Lane, Fairgrounds Spots park and Mountain Rest Road in the Town of New Paltz, New York.
