Project Description:

Project to mitigate for wetlands impacted by development of the Marcy Nano Center Site. The project on Sauquoit Creek in the Town of Paris involves restoration of approximately 1000 linear feet of stream channel, banks, and floodplain, including the removal of a breached earthen/concrete dam structure. Conservation easements, mandated by the US Army Corps of Engineers, will be implemented on adjoining property on either side of the stream, ensuring a long term riparian buffer.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This Department has received a request for a modification for a permit to operate an air pollution source and has drafted a Air State Facility Permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, for the facility located at Park Ave East, Massena, St. Lawrence County, New York. This facility is engaged in the primary aluminum Reduction and Secondary Aluminum production and alloying and aluminum extrusion. The Standard Industrial Classification representative of this facility is 3334, 3335, and 3354.

This permit allows for the operation of one homogenizing heat treat furnace, one casthouse saw and one forced air cooling system. The furnace uses multiple direct fire natural gas burners. Chemical additive prevents oxidation of surface of metal and produces incidental hydrogen fluoride emissions as a by-product. This unit will be part of process HMO once it is rolled into the Title V permit. The cut off saw and the cooling system are insignificant sources. The saw emissions we be routed to a baghouse inside the building, with no external emissions. The new equipment will operate under emission unit T-EMPA1.

The furnaces will employ low NOx burners and conduct an annual tune up to show compliance with NOx RACT requirments under 6 NYCRR Part 212.
