Negative Declaration

Wyoming County - The Village of Wyoming, as lead agency, has determined that the proposed Village of Wyoming Water System Improvements will not have a significant adverse environmental impact. The action involves the annexation of a 14 + acre parcel of land into the Village; purchase of approximately 0.25 acre of land for the construction of a backup water supply well; construction of a backup water supply well as recommended by the Wyoming County Department of Health; replacement of approximately 12,400 linear feet of 8 inch water main; installation of individual water service meters; improvements and repairs to the water storage facility and existing water well; modification of the Village's existing water withdrawal permit to allow construction of the backup water well; modification of the Wyoming Central School District water withdrawal permit to allow decommissioning of its existing water supply well and interconnection with the Village water system. The project is located in the Village of Wyoming and Town of Middlebury, New York.

Wyoming County - The Village of Arcade, as lead agency, has determined that the proposed Arcade Waste Water Treatment Facility (WWTF) Expansion will not have a significant adverse environmental impact. The action involves the expansion of the existing Arcade WWTF from 0.5 MGD to 0.95 MGD. The work involves the installation of a third contact stabilization tank, related piping, rehabilitation of the existing stabilization tanks, replacement of selective process equipment, repairs and improvements to the existing buildings and the construction of two additions on the existing sludge storage buildings. The project is located on Hurdville Road in the Village of Arcade, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Chautauqua County - The Town of Villenova Town Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Ball Hill Wind Project. A public hearing on the Draft EIS will be held on March 2, 2016 at 7:00 p.m. at the Hamlet United Methodist Church, 1119 Route 83, South Dayton, NY 14138. Written comments on the Draft SEIS will be accepted until March 14, 2016. The Draft SEIS is available from the Town of Villenova Town Offices, 1094 Butcher Road, South Dayton, NY 14138 and on line at: www.ballhillwind.com.

The action involves the continued development of the Ball Hill Wind Project by Ball Hill Wind Energy, LLC, a company owned by RES Americas, Inc. (RES). The Project consists of up to 36 wind turbines with a maximum capacity between 79 and 100 megawatts. As proposed, 28 wind turbines would be installed in the town of Villenova and eight (8) wind turbines would be installed in the town of Hanover. The project area is the same as was originally identified in the 2008 Draft EIS but utilizes different technology and a revised layout. The project will utilize either the Vestas V110-2.2, General Electric (GE) 2.3-116 or similar turbine with a maximum total height of 499 ± feet. These turbines are three-bladed, upwind, horizontal axis wind turbines. The V110-2.2 has a rotor diameter of 360.9 feet, a hub height of 312 feet and a total height with a blade in the vertical position of 492 feet. The GE 2.3-116 has a rotor diameter of 380.6 feet, a hub height of 308.4 feet and a total height of 499 feet.

In addition to the turbines, the project will include a system of access roads, electrical collection and transmission lines, an operation and maintenance building, an on-site step-up substation and an interconnection facility. Temporary construction laydown areas are also planned for the construction phase of the project.

The project is located in the Towns of Villenova and Hanover, New York.
