Negative Declaration

Tompkins County - The City of Ithaca Planning Division, as lead agency, has determined that the proposed Multi Family Rebuild will not have a significant adverse environmental impact. On April 14th 2015, a fire destroyed an existing building on the site. The original building was three stories and contained five apartments with a laundry facility. The structure covered 74% of the lot and was deficient on all yard setbacks as well as building lot width at the street line. The action involves a proposal by the applicant to rebuild a multifamily building on the site. The proposed reconstruction project is for a four story building with four apartments and a laundry facility. The project will result in similar zoning deficiencies except that lot coverage will be reduced. This is due to the limited size of the pre-existing lot. The rear lot line is proposed to be moved to provide compliance for openings on the west elevation. The project is in the East Hill Historic District and requires a Certificate of Compliance from the Ithaca Landmarks Preservation Commission. The project is in the B-2d Zoning District and requires areas variances as described above as well as Limited Site Plan Review. The project is located at 406 Stewart Avenue in the City of Ithaca, New York.
