Negative Declaration

Herkimer County - The Village of Frankfort, as lead agency, has determined that the proposed Inflow and Infiltration Evaluation and Collection System Improvements will not have a significant adverse environmental impact. The action involves the rehabilitation of extremely deteriorated sanitary sewer manholes and pipelines. Disconnection of storm sewer facilities that are cross-connected with sanitary sewer facilities. Installation of new sewer crossing to county sewer discharge point to increase redundancy of system. Currently the sanitary sewer only has one crossing, and that crossing is partially collapsed and very deteriorated. The project is located in the Village of Frankfort, New York.

Oneida County - The City of Utica Planning Board, as lead agency, has determined that the proposed Downtown Genesee Street Sewer Mitigation Project Combined Sewer Overflow (CSO) Control Project will not have a significant adverse environmental impact. The Genesee Street Sewer Mitigation project is consistent with the City of Utica's Long Term Control Plan to reduce combined sewer overflows (CSOs), thereby protecting the water quality of the Mohawk River and its tributaries. A separate storm sewer line (up to 2,100 linear feet) will be installed from the Washington Street and LaFayette Street intersection along LaFayette Street easterly to the First Street and Bleecker Street intersection. From this intersection, old infrastructure will be removed, and the storm line will continue northerly to the Catherine Street and First Street intersection where it will be connected to the existing storm sewer that directs flows to Ballou Creek. Another separate storm sewer line to be installed will run from Genesee Street to First Street along Oriskany. Additional stormwater pipe segments will need to be constructed within the project limits to complete the connectivity of the separated storm sewer within the lower Genesee Street drainage area including a 1,760 linear feet storm sewer line along Genesee Street from Hopper Street to Eagle Street. All existing catch basins will be redirected to the new, separate storm sewer mains. Green infrastructure (permeable pavers and rain gardens) will be installed along key sections of Genesee Street to reduce the amount and impact of stormwater generated on site after construction is complete The project is located along Genesee Street between Eagle Street and Oriskany Street, and also Lafayette Street from Washington Street and 1st Street in downtown Utica, New York.

St. Lawrence County - The Town of Massena, as lead agency, has determined that the proposed Massena East Water Main Replacement will not have a significant adverse environmental impact. The action involves the replacement of a failing portion of the Town of Massena's water distribution system (piping) that was installed in 2001. The proposed project includes replacement of approximately 31,000 linear feet of 12 inch, 10 inch, 8 inch, and 6 inch existing water distribution piping with new ductile iron pipe that is properly protected from environmental conditions that are currently causing the existing pipe to fail.

The proposed project will replace approximately 25,000 linear feet of existing water distribution piping from Bailey Road east along North Raquette River Road to Haverstock Road, and approximately 6,000 linear feet of existing water distribution piping along portions of Trippany Road, Smith Road, Rivercrest Drive, Rivercrest Terrace, and County Route 131. The new replacement piping will connect to existing water mains. Existing water service would be replaced up to existing curb boxes. The proposed project is generally taking place within roadway right-of-ways, primarily in areas where archeological surveys were previously completed or within areas that would have been previously disturbed during existing water distribution piping installation activities and/or roadway and drainage ditch construction. The project is located in various locations of the Town of Massena, New York.
