Project Title: New York State Department of Transportation (NYS DOT) - Region 1

Location: NYS Route 9N Bridge over the West Branch Ausable River in the Town of Jay, Essex County, New York and the Town of Black Brook, Clinton County, New York.

Project Description: The project as proposed involves replacement of the Route 9N Bridge over the West Branch of the AuSable River on the same alignment and the demolition of a building. Approximately 75 square feet of wetlands will be impacted to install heavy stone fill for scour protection of the abutments. An estimated 850 square feet of temporary impacts to wetlands may be involved to access the work site. Temporary impacts will be mitigated by restoring the wetlands to their pre-construction condition. The project objectives are to improve the hydraulic opening, reduce the scour vulnerability, and reduce the likelihood that the bridge and adjoining roadway will flood. The intent is to restore the crossing to a condition which provides a minimum 75 year service life.

Project Description: A four lot subdivision of a 27 ± acre parcel involving wetlands, resulting in the creation of a 6.26 ± acre lot improved by an existing single family dwelling, and three vacant lots 4.95 ± acres, 3.22 ± acres, and 12.56 ± acres in size, each of which will be developed with one single family dwelling served by an on-site wastewater treatment system and individual water supply.

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Primax Properties Site Plan 2015 will not have a significant adverse environmental impact. The action involves a request to demolish an existing vacant residence and two former commercial use buildings to construct a 9,100 ± square foot retail store with parking, lighting, and landscaping improvements. Project is located substantially contiguous to Cumberland Bay, listed on the National Register of Historic Places. The project is located at 7143 Route 9 in the Town of Plattsburgh, New York.

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Ayers Subdivision 2016 will not have a significant adverse environmental impact. The action involves a request to separate 2,079.07 square foot from tax parcel# 246.4-1-6 and merge with tax parcel# 246.4-1-4. Project located substantially contiguous to Valcour Bay, listed on the National Register of Historic Places. The project is located at 31 Gunboat Lane in the Town of Plattsburgh, New York.

Franklin County - The Harrietstown Planning Board, as lead agency, has determined that the proposed Saranac Lake Surgical Additions and Renovations will not have a significant adverse environmental impact. The action involves the construction and renovation of a stale-or-the-art surgical suite on the Adirondack Medical Center Saranac Lake campus. The project will consist of a new gross floor area of 28,855 ± square feet for the building addition, and a renovated floor area of 10,780 ± square feet in the existing building, for a total gross floor area of 39,635 ± square feet. The new surgical suite will include six (6) new operating rooms and the associated support space and functions for these operating rooms. One (1) of these new operating rooms will be constructed as a Hybrid Operating Room to allow Adirondack Medical Center to perform more complex procedures, which requires collaboration of high-quality imaging machinery with operating room capabilities. The surgical suite will be open and available for cases twenty-four (24) hours per day, seven (7) days per week. Currently, there is a four (4) operating room surgical suite in existence at the Saranac Lake campus.

The Surgical Services addition site work will include new parking spaces, connection to the Town of Harrietstown Sewer system, loading dock, electrical services, bulk oxygen tanks, buried fuel tank, buried propane tank, refuse roll off pads, and a stormwater collection, conveyances, and treatment facilities for the proposed redevelopment.

The project is located at 2233 State Route 86 in Saranac Lake, Town of Harrietstown, New York.

Notice of Acceptance of Final EIS

Franklin County - The Towns of Chateaugay and Bellmont, as co-lead agencies, have accepted a Final Environmental Impact Statement on the proposed Jericho Rise Wind Farm. The Final EIS is available from the Town of Chateaugay Town Hall, 191 East Main Street, Chateaugay, NY, 12920; the Town of Bellmont Town Hall, 9 Hill Road, Bellmont, NY 12915 and on line at: http://www.edprnorthamerica.com/farms/regulatory-permitting-information.

The action involves a wind energy generation facility that will include 37 wind turbines, with a total anticipated nameplate generating capacity of 77.7 megawatts (MW). The wind turbines to be used are the Gamesa G114-2.1 model, which have a total height of 150 meters (492 feet). In addition to the turbines, the Project includes construction and operation of one permanent meteorological tower, approximately 10.6 miles of gravel access roads, approximately 17.9 miles of underground and overhead electrical collection lines and communication cables, approximately 1,100 feet of overhead collection lines, and a substation and associated point of interconnection switchyard. In addition to the permanent components of the Project, the Project will require a temporary laydown yard and construction work space. The project is located in the Towns of Chateaugay and Bellmont, New York.
