Project Description:

The applicant proposes to re-open a previously active sand and gravel mine with a 10.37 acre Life-of-Mine on a 77.5 acre parcel owned by Eugene Turshman with an access road located 350 feet south of 5230 Beach Road. Excavation will not require blasting, material will be screened and stockpiled. All drainage will be internal and dust will be controlled with spraying as necessary. No impacts are identified to protected streams, wetlands or endangered/threatened species. Earthen berms will be constructed and maintained 25 feet from the northern property line to minimize impacts to the adjacent property. The mine will be reclaimed to stable slopes planted with a conservation seed mix for wildlife habitat. The application and project plans are available for review in the Cortland Office.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 25, 2016.

Project Description:

The applicant proposes to install a new 20' long, 48" diameter bottomless corrugated pipe arch culvert for permanent land access on a ~30 acre Cassio Rd parcel, Tax Map #126.00-01-08. The new culvert will span a Class C(T) stream within the State-regulated Adjacent Area for Class II Freshwater Wetland WD-23. The new culvert will require gravel and riprap fill to be added within the regulated Adjacent Area for culvert stabilization.
