Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0098868), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Taconic DDSO facility has surface discharge of 0.5 MGD of treated sanitary wastewater to Ten Mile River, a class C(T) water. Treatment consists of bar screen, primary clarifiers, trickling filters, secondary clarifiers, sand filters, and UV disinfection. The following changes to the permit are proposed: Permit pages and conditions have been updated, renumbered and reordered and reflect current permit language, Department guidance, format and nomenclature. Sample type for flow has been updated to a recorder. A water quality based effluent limit review was done for Outfall 001, which resulted in continuation of existing effluent limits for specific parameters. A limit of 2.0 mg/l on a daily maximum basis has been updated for Total Residual Chlorine. Existing limits for Outfalls 002 and 003 have been continued. A monitoring location page has been added. Details of changes are specified in the draft permit and statement of basis.

The Town of Woodstock STP has a surface discharge of 0.230 MGD of treated sanitary wastewater to the Sawkill Creek, a class B(T) water. Treatment at the facility consists of preliminary and primary treatment by septic tank, secondary treatment by oxidation ditch, secondary clarification, tertiary treatment by sand filters, and disinfection by UV.

The following changes to the permit are proposed: Permit pages and conditions have been updated, renumbered and reordered, and reflect current Department guidance, format and nomenclature. The industrial code has been updated. Sample type for flow has been updated. Temperature monitoring has been updated. Details of changes are specified in the draft permit and statement of basis.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,450 gallons per minute of water from on-site wells and an irrigation pond for golf course irrigation. The facility's non-potable water system has been in operation since 1997. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).
